the Governor and Council to employ at the expence of the State an able and experienced Engineer to survey & estimate the expense of constructing Canals in this State, whenever satisfactory evidence shall be given to the Governor, that such Canal would be of public benefit or utility, and for the interest of the State, with leave to report act - Sent up for concurrence.
On motion of Mr Whiting of Whiting,
Ordered, that the joint committee on the Militia & Military affairs be directed to inquire into the expediency of exempting by law the noncommissioned Officers and privates who actually perform Military duty from paying a Poll tax for the support of the Government - read & passed. Sent up for concurrence.
