Resolve relating to Slavery in The District of Columbia
Whereas the unions of the
territory, which now constitutes the District of Columbia, by the States of Virginia + Maryland were made sub= sequently to the adoption of the federal Constitution, and in perseverance of its new and nonqualified provisions -- and whereas, it need not cooperate either for the States receiving cessions or Congress in accepting them, to have made [insert] or admitted any necessities, which could have the effect either Direct= ly or by implication to restrict any subsequent Congress in its acction over said District -- and whereas [insert] the history of that period provides numerous facts [?] going to show, that it was the expectation of the American people, that Congress would exert its power, upon all proper occasions, to prosecute the extinction of Slavery and to remove it from those places over which it might have [?]
