To His Excellency John Floyd,
Governor of the Commonwealth of Virginia,
Sir,
It having been presented to me as Governor of the State of maine, tha tArthur J. Simpson who is charged with the crime of forgery, as appears by the complaint and affidavit of Charles W.[?] Cogswell, copies of which, duly certified by me as authentic, are herewith transmitted, is a fugitive from justice, having fled from this State, and that he is now in the County of Grenville, or at some other place in the Commonwealth of Virginia; I have, therefore, as the Executive authority of this State, to request your Excellency, as I have the honor now to do, to cause the said Arthur J. Simpson to be arrested and secured, and to be delivered to James S. Prander or to Nicholas Emery Paine, or to such other agent as may be appointed to receive him, in pursuance of the Constitution and Laws of the United States.
