My dear Sir

Pardon me for troubling you so often Why would not Capt. Foss of the 2nd make a good Lieut col in McClusky's Reg? I think he must be entirely competent. The rank and file, [?] hard [letters?] from Strickland's Regt. at Port Royal about those officers

One I had today from a reliable source says they are drunk half the time & S. makes a poor officer. This however is entre nous.
