Head Qrs. 1st Division 5th Corps Camp near Culpeper Va Oct 7, 1863

General S Williams Asst. Adjt. Genl.

General,

I would respectfully recommend to the proper authority for promotion Col. J L. Chamberlain of the 20th Maine Vols.

Col. Chamberlain is an officer of Education and ability, and has made it his duty to inform himself in reference to his present profession. He has always exhibited excellent judgment on the battlefield and was especially complimented for his conduct at Gettysburg, and I trust, should the appointing power be pleased to advance him to the rank of a Brigadier, for which he is so well qualified than he may be permitted to remain on duty with this Division.
