Camp near Falmouth, VA May 24th, 1863

His Excellency Governor Coburn,

The hospital steward of this regiment G.M.[?] Baker has performed his duties faithfully and skillfully and has shown himself very capable.

Dr. N.P. Monroe informs me (Baker's) studies have been performed sufficiently as to warrant appointment as an Ast. Surgeon. If so I would gladly recommend him for the position.
