Mr Tibbetts has three brothers now in the service besides himself and all have been there from the commencement of the war which I think is a reason why he should be promoted. By giving him a commission in some Regiment,-(either black or white) you will confer a great favor upon him. I know very well that all cannot be Officers in the army, but I feel an interest for this man and trust [underlined] that you will give him a Lieut commission
