I could not tell you. Q. When should you judge? A. I would not form any idea about the time the scarcity of water commenced. Q. Did it begin in Feb? Mr. Morrill:- When the witness doesn't seem to recollect perhaps you can show it by some other one. Dr. Butler:- I think he must have some remembrance Q. Did it begin in Feb.? Mr. Hill:- I don't think that is a fair question to ask, and I object to it Mr. Chairman. Dr. Butler:- If the witness is fitted to be an attendant there he can approach it some where near. Q.
