General

Lieut James W. Adams having on account of cowardice been discharged from the service of the United States, I offer for promotion the following viz. (to take rank from July 24th 1862)

2nd Lieut Thomas Foster to 1st Lieut vice Adams 1st Sergeant Colin L. Downs promoted vice Foster promoted

Sergeant Downs is a most worthy soldier and has since Capt Emerson being taken prisoner, assumed command of company E to my entire satisfaction.
