Bangor July 20 1863

General I have been requested by Walter Hammatt son of H.C. Hammatt Esq of Howland to write you a line in reference to an application which he has made or is about to make for a commission in one of the negro regiments.

Young Hammatt was a private in Co. H. and I believe participated in every battle in which the regt was engaged with the exception of the first Bull Run. He was thoroughly brave, steady, and in fact a [?] soldier. He is I believe very finely educated.

If it is in your power to assist him I can assure you he will not fail to do honor to himself and the State as an officer.
