Now there are parties who say that there are some wrongs to expose. And I wish them to have every possible facility and advantage, if there are any wrongs existing, to bring them up and show them to this committee, so that we shall be able to make an intelligent report. Now Dr. Butler argues very forcibly that certain witnesses from a distance are here. If they have come here and propose to testify before this committee, and have to go away without being able to do so, and then have to come here again it will subject them to more inconvenience. I hope that the witness from a distance, at least, will be allowed the privilege of testifying before this Committee this afternoon. It seems to me that would be highly proper. I, as one of the Committee, desire to get at the facts, and that is all.

Mr. Hill- I move we proceed to hear the witnesses. The motion was carried.

Mr. Morrill (to Dr. Butler) You may introduce any witnesses you please.

Dr. Butler- I should like a moment of explanation why I am here in this position, which is a very extraordinary one. I will take the time of the Committee but a moment.
