Dear Governor
The particular object of this letter is to ask of you the favor of a letter to the President in favor of the promotion of Col. Chas. W. Roberts in the Army. You know all that I do of his faithfulness, his bravery, and his capacity for higher command. If any man deserves promotion, in my estimation it is this Col. R. It will gratify his numerous friends if you will grant my request, & [?]/
I received the enclosed letter some time since, and although I can recommend in the strongest terms, the author of the letter for promotion even to a Captain, I have omitted to write you, well knowing how many applications of the kind; but in justice to the young man I ought not to withhold it longer. The brave and capable boys have been in the army & seen service are realy entitled to promotion, if deserving.
