To His Excellency the Governor and the Executive Council,

Whereas Seth W. Smith the present agent for the Passamaquoddy tribe of Indians has held the office in all a full term of three years

The undersigned citizens of Calais and vicinity believing that the public interest would be promoted by his removal and the appointment of a new agent Cheerfully recommend Isaac Bearce as a fit man to hold that office and respectfully ask his appointment
