Congress will consequently expire. It is understood that a bill for the apportionment of Representatives is now before Congress, but, from the information received from each of our Senators & Representatives in that body, who all concur in opinion, there is no reason to expect its passage until after the adjournment of this Legislature. Under these circumstances, I have deemed it proper to call the attention of the two Houses to this subject, that such a course may be devised as will ensure a seasonable election for the next Congress.
