In case a vacany should occur in the office of agent for the Penobscot tribe of Indians and a new appointment should be made to that place I would reccommend [recommend] to your notice Frederic H Dillingham of this City as a fit & suitable person to occupy that station. I consider him well qualified to discharge the duties of that office in a manner satisfactory to all concerned
