I am informed that it has become necessary to appoint a new Agent for the Penobscot Tribe of Indians.

I beg leave to advise the appointment of Mr. F. H. Dillingham of Bangor to that place.

I have had a personal acquaintance with him for years and know him to be a man of practical ability, and of the most undoubted honor and integrity

Through his instrumentallity [instrumentality] every body would feel confident that the Indians would receive perfect justice in their reception of the states bounty.
