A Proclamation: [line underlined]

Whereas the Delegates of the People of Maine, assembled in Convention at Portland, by adjournment on the fifth day of January last, Resolved, "That after the fifteenth day of March, then next, on condition that the proposed State of Maine shall have been admitted into the Union, the President be requested to issue his Proclamation to the People of the State of Maine, making known such admission and that the Constitution proposed by the Convention and adopted by the People, is the Constitution and Frame of Government for the State".
