To all who shall see these Presents,

Greeting:

Be It Known that, on the ninth day of September, in the year of our Lord, one thousand eight hundred and twenty two, Mark Harris, Esquire, of Portland, in the second Eastern Congressional District, was duly elected, by the qualified Electors of said District, in conformity with the existing Laws of the State, a Representative, to represent the People of this State, in the Seventeenth Congress of the United States of America, in the place of the Honorable Ezekiel Whitman, resigned.

In testimony whereof, I have caused these Letters to be made Patent, and the Seal of the State to be hereunto affixed, this tenth day of October, in the year of our Lord, one thousand, eight hundred and twenty two; and of the Independence of the United States of America the forty seventh.
