To all who shall see these presents,
Greeting:

Know Ye, That Albion K. Parris, our Governor, reposing special trust and confidence in the integrity, ability and discretion of Edwin Smith, of Warren, Esquire, hath nominated, and by and with the advice and consent of our Council, appointed the said Edwin Smith, one of the Inspectors of the State Prison, under the Act of the 25th of February 1824:
We, therefore, do hereby authorize and empower him to fulfil [fulfill] the duties of that office according to law; and to have and to hold the same, together with all the powers, privileges and emoluments thereto of right appertaining, unto him the said Edwin Smith, Esquire, during the pleasure of our Governor and Council for the time being.
In testimony whereof, We have caused these Letters to be made Patent, and our Seal to be hereunto affixed. Witness our Governor, at the Council Chamber, in Portland, the thirtieth day of April, in the year of our Lord one thousand eight hundred and twenty four; and of the Independence of the United States the forty eighth.

Lincoln ss: May 29th 1824. Then personally appeared Edwin Smith of Warren in said County of Lincoln, Esquire, and took and subscribed the oaths prescribed by the Constitution of this State and a law of the United States, to qualify him to discharge and execute the office of Inspector for the States Prison within and for the County of our said to which he is appointed and commissioned.
