(see page 96.) To the Senate, and House of Representatives: I transmit a copy of a communication received from the Inspector General of Hops. His statement is corroborated by the official returns. On the renewal of the commission in September last, the appointment was declined by the present Inspector, on account of the amount of duties required by law to be paid on the commission. He was informed that the payment of the duty was indispensable during the existence of the law, but that as the requiring a duty on an office, of so little emolument, was questionable the subject would be submitted to the consideration of the Legislature Under this assurance the appointment was accepted.
