[Dear] Sir,

I have been busy and well acquainted with Hon. James Mann, and I can assure you he is a man of strict integrity and ability. In my judgement he is excellently well qualified for the place Quartermaster, and if you can confer an apt. upon him you will be sure of a faithful and competent officer.
