To His Excelency Gov. Washburn

We are aware that representations have been made to you in favor of the appointment of C.A. Washburn to be Lieutenant in Hamlin Battery. We supposed the character, experience, and qualification of Mr Washburn would give him the appointment without any difficulty. It seems there are some difficulties in the way which we did not expect and which we do not understand the nature of them and of cource don't know how they are to be removed. We therefore write you the facts and trust in your wisdom and justice and friendly feeling. We say to you, that we know that Washburn has more experience and is better qualified for the position than any person who will go in that Company from this county. Washburn is a young man of fine character- is popular here has many friends who would be extremely gratified with his appointment .
