A message was received from the Houses signifying their concurrence in the foregoing proposition -

Agreeably to assignment the two Houses met in convention, when John Balkam appeared and before the President of the senate, in presence of both Houses of the Legislature took and subscribed the oaths required by the Constitution to qualify him to enter upon the discharge of the duties of the office of Counsellor to advice the governor in the Executive part of the Government for the current political year.
