State of Maine Resolves respecting the abolition of Slavery and the slave trade in the District of Columbia

Resolved That neither Congress nor the

                   Legislatures of the non slave holding 
                   states have any right to inter-
                   fere with slavery within the
                   slave holding states.

Resolved That the right to petition

                    Congress to abolish slavery
                    and the slave trade, in the
                    District of Columbia is guaranteed
                    by the Constitution of the United
                    States.
