At a General Court Martial of the Line whereof Colo. Bayley is President the 16th Instant, Colo. Thomas Proctor of Artillery was tried upon the following Charges

1st Mustering Men in his Regiment as Soldiers that were not Actually doing the Duty of Soldiers, and Returning them on Command when they were Doing the Duty of Servants in his & other Families in the City of Philadelphia

2ndly For Discharging Soldiers in his Regiment for Sums of Money

3dly Fraud in the Settlements of his Recruiting accounts

4thly Signing a fake Certificate for Qr. Masters Stores

5thly Discharging a Number of able Bodied men from his Regiment to the great prejudice of the Service
