The Court are of opinion that Col. Proctor is not guilty of either of the charges exhibited against him and do acquit him with honour.
The General entirely approves the determination of the Court He cannot forbear remarking that the prosecution on the part of Capt. Porter was vexatious[?] groundless and illiberal[?]
Tis with pain too he has seen several instances for sometime past where personal pique has given birth to prosecution as unjust as they are indelicate and improper
Col. Proctor is released from arrest
Duplicated returns of all the names of all the officers in the Infantry Artillery and Cavalry to be made out Regimentally & signed by the Commandants of Reg'ts and [?] specifying the dates of rank
