To all to whom these presents shall come.

Greeting.

Know Ye, that I Roscoe G. Green, Secretary of State, of the State of Maine, duly chosen and qualified, reposing special trust and confidence in the integrity, ability and discretion of Francis O. J. Smith of Portland, in the County of Cumberland, Esquire, by virtue of the authority in me vested by the Constitution, do by these Presents, constitute and appoint the said Francis O. J. Smith, my Deputy.

To have and to hold the said Office of Deputy Secretary of State, with all the powers, privileges and immunities thereto of right appertaining, unto him the said Francis O. J. Smith, during my pleasure

In testimony whereof I have hereunto subscribed my name, and affixed my private Seal, at Portland, this twelfth day of December in the year of our Lord one thousand eight hundred and thirty one.

Cumberland ss. December 12. 1831. Personally appeared Francis O. J. smith, Esquire, within named, and took and subscribed the oaths prescribed by the Constitution of this State and a law of the United States, to qualify him to execute the trust reposed in him by the within appointment.
