I beg your Excellency will undersand that these mortifying reports in regard to my appointment, did not come from me in any way that I can imagine. To Genl. Howard alone, in a private conversation, I stated that though it was scarcely probable that a new. Regt. would be raised, yet in case it should be, I had received the impression that you thought favorable of my having it, and I asked the Genl. what I had better do in the mean time.
