42 [Order of H.R. expediency of allowing Law for the regulation of Inn holders, Retailers &c]

into the expediency of so altering or amending the existing Law for the regulation of Innholders, Retailers and Victuallers, that it may be lawful for all persons to retail beer, ale and cider in less quantities than twenty eight gallons, with leave to report by bill or otherwise.

" That the committee on the Judiciary be directed to inquire into the expediency of passing a Law authorizing Judges of Pro- bate in this State to appoint guardians to married women in certain cases, where their husbands have absconded and gone out of the State without making provision for their support and report by bill or otherwise were severally read and passed in concurrence.

On motion by Mr Sweat a message was sent to the House of Representatives proposing a Convention forthwith for the purpose of qualifying Counsellors elect. concurred.

[Counsellors qualified]

Agreeably to assignment the two Houses met in convention when Daniel Wood, Jonathan Thayer, Josiah Dunn Junr and Edward Fuller Esqs, came in and before the President of the Senate in presence of both Houses of the Legislature took and subscribed the oaths required by the Constitution to qualify them to enter upon the discharge of their official duties as Counsellors of State.
