Tuesday February 19th, 1828

Bill providing for State Paupers came up from the House in a new draft which the Senate refuse to adopt and adhere to their former vote refusing the original Bill a passage . Sent down for concurrence, conc. [Bill - State Paupers]

Bill to incorporate Dearborn Academy was read a second time and passed to be engrossed. Sent down for concurrence. The Yeas and Nays were ordered and stood as follows - Yeas Messrs. Dennett, Sweat, Emery, Kavanagh, Richardson, Miller, Herrick, Shaw, Balkam, Williams, Cushman and Weston; 12 Nays Messrs. Megquier, Mace, Cutler, Washburn, Grover and Parsons 6 [Bill - Dearborn Academy Yeas and Nays]

The Secretary of State came in and laid on the table a written Message from the Governor communicating the resignation and discharge of Major General Joel Wellington of the second Division of the Militia of this State . Read and sent down. [Message from Governor . Resignation of Maj. Genl. 2nd Div]

On motion by Mr. Balkam the Senate assigned this afternoon at 4 o clock for the purpose of coming to the choice of a Maj. General for the Second Division.

Bill incorporating the Portland Mutual Fire Insurance Company came up amended and the Senate committed the same to Messrs. Megquier, Dennet and Balkam. [Bill - Portland M.F.I. Company]

Mr. Miller from the Committee on Parishes &c on the petition of James Ridley and others reported Bill to set off part of the town of Alfred and annex the same to the town of Sanford, and the same was read and ordered to a second [pet. of J. Ridley &als Bill - Alfred to Sanford]
