To the Senate and House of Representatives.

I lay before the Legislature a copy of the account of Samuel F. Hussey, one of the agents of the Penobscot tribe of Indians, for articles furnished them for an on account of the State, in fulfilment with the existing treaty with said tribe.

This account has been examined and allowed by the Council, agreeably to the provisions of the law, under which said agent was appointed, but has not been paid from the Treasury, as the last Legislature omitted to make the appropriation necessary to meet this expenditure. Supposing the omission to have been accidental, and considering it to be my duty to cause all the terms and conditions of said treaty to be carried into full effect, I directed the agent to procure, on my own responsibility, such sum of money as might be necessary to purchase all the articles stipulated by the treaty to be delivered to said Indians in the month of October annually, limiting the amount to twelve hundred dollars, that being the sum appropriated for the like purpose the preceding year.
