Dr. Carr of the 4th Maine Vol. has proved himself to be a competent and efficient officer, giving entire satisfaction to all concerned. He is very desirous of being permanently located, not subject to the return of the [?] surgeon, as he is subjected by his present position to many inconveniences, one of which is the reduction that is made in his monthly pay by reason of the indispensable contract, and the very great trouble connected with its collection; of this latest drawback I can bear witness for the Surgeon General, after being obliged by regulation to deduct about $25; it was necessary for my account to pass through 6 different officers before it reached the treasury - in doing
