Bill respecting Judicial Process was read a third time and the House nonconcur the Senate and refuse to pass the same to be engrossed. Sent up for concurrence. The Secretary of State came in and laid upon the Speaker's table the following message from the Governor To the Senate and House of Representatives, The Secretary of State will lay before you a copy of a communication from Reuel Williams, Commissioner of the Public Buildings stating the amount of his expenditures in finishing and furnishing the State House and the sums received by him in virtue of the Resolve for completing the Public Buildings and also a copy of the Report of the Council thereon. In furnishing the House in a suitable manner it was found necessary to exceed the appropriations made for that purpose and several additions and alterations not contemplated in the original plan, have been made by the Commissioner under the direction of the Executive Department. To reimburse the Commissioner for the sums expended by him for these purposes more than the account by him received, it is necessary that a specific appropriation should be made by the Legislature.
