The committee on engrossed Bills reported as correctly engrossed, Bill to incorporate the Commercial Bank, Bill respecting the appointment of Clerks of the Judicial Courts, and the same were severally passed to be enacted.

The Senate resumed the consideration of the Preamble and Resolve respecting the United States Bank. Mr Boutelle moved to amend by inserting, at the end of the first Resolve, the following words, to wit, "Unless it shall contain the following provisions, that no foreigner shall be allowed directly or indirectly to hold any stock in the same that it shall be subject to be taxed by the State Government, where any branch is situated, no exceeding one percent, it shall pay the excess unto the Treasury of the United States." And the question of adopting said amendment, being ordered to be taken by yeas and nays, was decided in the negative as follows to wit, yeas. Messrs Boutelle, Hunton, and Scammon 3 Nays. Messrs. Bridgham, Burnham, Davee, Dunlap, Eastman, Emerson, Gibson, Goodwin, Groton, Hodgman, Ingalls, Keith, Lithgow, Megquier, Merrill, Porter, Smith, Sweat, Talbot, Thayer & Webb 21.
