To the Senate and House of Representatives. I herewith transmit for your consideration, Resolutions of the General Assembly of the State of Delaware, recommending the passage of a law by the Congress of the United States, for a more perfect and uniform organization of the Militia of the several States. To the Senate and House of Representatives. The order requesting the Governor "to communicate to the Legislature the report of the Commissioners on the North Eastern Boundary appointed under the Resolve of March 3. 1832, if the same has been received by him, with any other documents which he may deem proper and as soon as the same can, in his judgment be communicated consistently with the public good", has received the attentive consideration of this department, which has come to the conclusion, that the publication of these documents at this time, could not fail to be prejudicial to the success of the negociation instituted by the President with Great Britain in relation to the North Eastern Boundary, and in that view, could not be consistent with the public good, but adverse to the interests of the State and of the United States. The Legislature and people can be assured that no definitive action will be, or can be had in relation to the disputed territory on the part of this State, till the whole subject shall receive the consideration of the Legislature, to whom at the proper time the Documents will be communicated, and by whom such direction will be given to
