Duties -- appoint, establish, and organize the police force of Biddeford; make all rules and regulations for the government, control, and efficiency of the same.

Members -- mayor and 2 residents of Biddeford appointed by the Governor with advice and consent of the Council, 1893-1911. 3 citizens elected by plurality vote, 1911, 1939. 3 citizens of Biddeford appointed by the Governor with ad-vice and consent of the Council, 1939-1941. Elective after 1941.
