During that time, the sum of one hundred thirty two thousand and two hundred dollars has been received on account of the Massachusetts claims for the services of the Militia, the sum of seventy nine thousand eight hundred and thirty dollars has been redeemed of the debt due from the State and twenty eight thousand seven hundred and fifty dollars have been loaned to Banks, or invested in Bank stock, agreeably to the act for that purpose. As the state is authorized to appoint a director in each Bank in which it has taken stock, pursuant to the act of the last session, it is necessary that provision should be made by law, specifying the manner in which such directors shall be appointed.
