Art. XIII. Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly con- victed shall exist within the United States, or any place subject to their jurisdiction. Section 2. Congress shall have power to en- force this article by appropriate legislation.

Be it therefore enacted by the Senate and House of Representatives of the State of Maine in legislature assembled as follows viz Sect 1. That the said proposed amendment be and the same is hereby ratified on behalf of the State of Maine. Sect. 2. This act shall take effect on its approval by the Governor.
