363 "Section 7. Be it further enacted, That the provisions of this Act shall not take effect, unless a majority of the voters of the several Cities, towns and plantations in this State shall so determine at their annual meetings in September next:" and the question of adopting said amendment was decided in the negative by yeas and nays as follows, to wit, Yeas.
