Bill to regulate Banks by prohibiting the emission and circulation of Bank Bills or Notes of a small denomination was read the second time. Mr. Brown moved to strike out all that part of the Bill that relates to Bills of the denomination of "Three Dollars," and the question of thus striking out, being ordered to be taken by yeas and nays, was decided in the negative as follows, to wit: Yeas.
