�Mr. President, With your permission I will make a few brief remarks upon the Occation of this Meeting: We have Sir, Rec.d, the heart thrilling[?] intelligence that one of our Representatives in Congress, a Citizen & an addopted Son of Maine, has fallen in a duel, in the immediate vicinity, of the City of Washington, the Capitol of the U. S. & in Consequence, too, of words uttered in debate which the Constitution of the U. S. declares no member shall be personally accountable for. Yes Sir an acquaintance a friend of ours who was an inhabitant of the adjoining Town, now lies a cold & inanimate Body, in his Coffin, slumbering in the arms of death for doing[?] to do his duty, on the floor of Congress, has it at last come to this; must the Brave able & Eloquent debater on the floor of Congress be answerable for his words uttered in debate to every person who may be alluded to, in or out of the Capitol & be obliged to resort to Mortal Combat with a deadly Weapon to preserve his honor & his life. Der[?] Sir it has, our own native state mourns the death of her adopted son, our Sister County once the place of Residence of the much lamented Cilley will weep for her loss, but She must weep, in vain, she cannot restore him, her citizens may cast their eyes over the Seats of their Court House & upon the one he usually sat in. but they shall behold him not
