Sir,

Yours of the 11 instant was received last evening with the frank stricken out at this Post Office and postage charged. I call this morning on the Post Master and explained to him your views, in connection with the opinions of the Post Master of Bath: Mr. Ilsley declines permitting any papers passing between the Commander in Chief and this department free of postage.

I have transmitted to you by the two last mails under cover to Major Sewall, to whom Mr. Ilsley permits me to frank during the vacancy of a Brigadier General. —

I feel much gratified at your suggestion in relation to the paper upon which our commissions are executed; and shall avail myself of it: economy is the only appology which I can offer. —
