equal degree with their more favored fellow creatures who are free-- Your committee believe [sic] "the Subject is one in which" all the Citizens of the United States ought to feel deeply and ardently interested, and that as the Supporters of civil liberty, as the real friends of freedom and of man, it is their duty & should be their delight to use all possible influence, within the Constitution and the Law to promote the emancipation of Slaves & the abolition of Slavery,

Your committee are aware that Slavery, in the Slaveholding States is Constitutionally beyond the reach of Legislative Control; and they believe it is alike impolitick and improper for one State to interfere [underlined] in the internal and domestrick[sic] concerns of another -- yet they do deem it proper for individuals and societies to use all honorable and lawful means to emancipate the enslaved, and if "a System of foreign Colonization" could be adopted which would "effect the entire emancipation of Slaves" Your Committee cannot for a moment entertain the opinion that there would be any impropriety in the resolutions of any Legislature recommending such system -
