Yet considering the feelings which might be elicited, and the resentments which might be excited, by a misconstruction of Legislative resolutions on this subject, although originating in the best and most patriotick [sic] intentions and designed to produce the most permanent & Lasting benefit of our common country, and believing there may be objections to that method of attempting to effect the object desired, which would not exist in regard to other methods, equally & perhaps more efficient. Your Committee respectfully submit it as there opinion that Legislation upon this subject is inexpedient.
