VI. After any question is put to vote, no member shall speak to it.
VII. No vote shall be reconsidered, unless a motion be made for the purpose in the presence of as many members as were present and noted of record at the time of passing the vote; and when a motion for reconsideration is decided in the negative that decision shall not be reconsidered.
VIII. The yeas and nays on any question shall be taken when requested by one fourth part of the members present, and not otherwise.
IX. Questions of order may be debated, like other questions, but shall be decided by the President.
X. A question, containing two or more propositions capable of division, shall be divided whenever desired by any member.
XI. No Bill shall pass to be engrossed without being twice read; nor shall a Bill have a second reading, unless a time, not less than an hour, be assigned therefor; and before any bill shall pass to be enacted, it shall be reported by the Committee for the examination of engrossed bills to be truly copied from the original, and the title thereof read by the President.
XII. No Resolve, or order making any grant of money, lands, or other public property shall be finally passed without being twice read; nor shall such Resolve or order have a second reading, unless a time, not less than one hour be assigned therefore; and before any such resolve or order shall finally pass, it shall be reported by the Committee for the examination of engrossed Bills to be truly copied on paper from the original, and the title thereof read by the President
