XXII. No member of the Senate shall act as Counsel for any party, before any Committee of the Legislature.

[Rules and Orders] XXIII. The person first named on any Committee shall be considered chairman thereof.

which report being accepted, and the foregoing Rules and Orders adopted, it was, On motion of Mr. Ripley, Ordered that the Secretary procure to be printed for the use of the members of the Senate fifty copies of the Rules and Orders of the Senate, together with a list of the Officers composing the Government, and of the members of the Senate and House of Representatives.

[Seats at the Board arranged] The Committee appointed to arrange the seats at the Senate Board reported that the members draw lots for their seats, and that the seats shall be numbered on the draws, beginning with No. 1, on the right hand of the President placing the odd numbers in regular succession on the right: and beginning with No. 2 on the left hand of the President, placing the even numbers in regular succession on His left, to the end. Which report was read and accepted, and the members drew for their seats accordingly.
