[76] [1822. Jan. 16-] Agreeably to assignment the two Houses met in convention at the Representatives chamber at twelve o'clock - when James Collins Esquire appeared and took and subscribed the oaths required by the Constitution to qualify him to act as Counsellor to the Governor - The Convention then separated -

Ordered that a message go to the Governor that James Collins Esquire has been duly qualified as a Counsellor to advise with him in the executive department of the Government for the current political year.

[M. General 1st Division] Agreeably to assignment at 12 o'clock the Senate proceeded to the choice of a Major General of the first division, to fill the vacancy existing therein. On counting the ballots it appears that the whole number was nineteen: - necessary to a choice ten - Brigadier General John McDonald had ten and was declared chosen on the part of the Senate. Ordered that a message go to the House - that the Senate had non concurred with the House in their choice of Brigadier General Simon Nowell - and on the part of the Senate had made choice of Brigadier General John McDonald - and that they requested the concurrence of the House therein.-

[Petition committed] The petition of Daniel Pike and another Committee of the trustees of the Maine Charity School - praying for aid &c. committed in the House to the Joint Committee who have under consideration so much of the Governor's Message as relates to the support & encouragement of the Literary Institutions at Brunswick and Waterville - came up for concurrence - Read and concurred. Ordered that the petitions of John McLean & others - and of Joseph Young & others be taken from the files of the Senate and committed to the Committee on Incorporation of Towns.
