through all the public papers printed in the State, as would afford to the friends of those entitled to assistance information of the time and manner of making their applications and of the proof necessary to be exhibited. A surprising indifference to the subject seems to have prevailed almost throughout the State. The official returns show the whole number of deaf & dumb in the state to be upwards of two hundred, of these a small number only made any application.
