Mr Carpenter attended at Portland and presented his account to the Governor, for adjustment. It was believed by him to be prudent, as it related to the State and the agent to require evidence additional to what was produced as to the fulfillment of the objects of the Resolve; and the agent accordingly returned & afterwards personally furnished in this town the testimony required. To the Senate and House of Representatives,

I have this day received from the Governor of South Carolina, certain resolution relating to the power of the General Government to regulate duties on imports for the purpose of encouraging domestic industry, which in compliance with the request therein contained, I transmit to the two branches of the Legislature for their consideration.
