To the Senate and House of Representatives: The Secretary of State will lay before you a copy of a communication from Reuel Williams, the Commissioner of the Public Buildings, stating the amount of his expenditures in finishing and furnishing the State House, and the sums received by him, in virtue of the Resolve for completing the public Buildings, and also a copy of the report of the Council thereon. In furnishing the House in a suitable manner, it was found necessary to exceed the appropriation made for that purpose, and several additions and alterations, not contemplated in the original plan, have been made by the Commissioner, under the direction of the Executive Department. To reimburse the Commissioner for the sums expended by him for these purposes, more than the amount by him received, it is necessary that a specific appropriation should be made by the Legislature.
